He has a degree in Electronic Engineering from the Faculty of Engineering of the University of Porto and has the status of Master of Science in Telecommunications Systems, from the University of Essex, in England.
He started his professional activity at the Telecommunications Studies Center of Portugal Telecom (currently AlticeLabs), being responsible for the development of telecommunications equipment used in the digitalization of the national network, as well as some optical transmission equipment.
Between 1974 and 1979, he taught several subjects in the field of telecommunications, while teaching at the University of Aveiro. He has extensive experience in the IT sector and in coordinating national and international projects.
